[PL] What would PL2008 look like?

I'd like to see this puppy off the ground and I'd like to help.
This is what the process has been:

- we push out a PL08 or is it too late?
- it be under some kind of abbreviated rules to facilitate it for 08?
And, of course, how to divvy up the task. I'm sure that we can make this methodical and lightweight enough such that we can come up with yet another great compilation for the internet community.
