monitor directory for changes then take action

Looking for a utility to monitor a directory for changes (e.g. a new ZIP file) and then take appropriate action (e.g. unzip the ZIP to a folder and delete the zip).

I found plenty of links to "WatchDirectoryFree", but they always download a version 4.54, which is trialware. The program looks quite powerful, so I'd like to see the freeware version, if it's still out there somewhere.
